Dear New Hampshire Representatives I am writing to respectfully express my opposition to HB 1580 I am concerned that this bill will have significant unintended consequences that negatively impact home owners and they do not reflect the values of fairness, individual freedom, and sound governance that our state is known for. Seasonal and unoccupied homes generate tax revenue without burdening schools, social services, or municipal infrastructure. If these properties were pushed into full-time occupancy, the towns would face service demands it is not staffed or funded to support, likely resulting in higher taxes and strained public services. New Hampshire’s natural beauty, outdoor recreation, proximity to near by cities, relaxed low-tax environment and as a retirement destination have been reasons for people to buy second homes in the state for decades. Placing burdensome surcharges on second homes would greatly impact the aforementioned reasons people gravitate to New Hampshire — sending them to neighboring states to buy second homes and taking their tax and tourism dollars with them.
