I am not a mooring owner and do not live on the lake but it seems like its the responsibility of all lake users to pay to control cyanobacteria blooms. Unless there is a specific reason to go after additional fees from mooring owners, it might be worth considering a lake user fee or increase the cost of registration and split the revenue by lake size or daily/seasonal users.
