As someone operating STRs in a no-zoning town. This is my concern with HB1068 as written: I operate two small one-bedroom rental units in a no-zoning town, both highly occupied year-round. I can meet reasonable safety standards, but reclassifying small short-term rentals as hotels materially changes the risk and financing environment. The result isn’t that existing units close — it’s that small operators like me stop investing in additional units. That reduces rural lodging capacity and local economic activity without solving housing issues.
