Requiring a birth certificate is not readily available for many people. A woman's name may be changed by marriage. and likely not the same as on her birth certificate. Not everyone has a passport and it costs over $100 to get one. That might not be possible for some. this is just another obstacle to prevent someone from voting absentee.
