Please give consideration to declining to support SB 213-FN. This bill amends the absentee voting process in New Hampshire by establishing a new standard for absentee ballot eligibility, which now requires that it is "more likely than not" that a voter will be absent on election day. It introduces stricter requirements for voters applying for an absentee ballot, mandating proof of identity, citizenship, age, and domicile. Additionally, the bill revises the absentee registration affidavit process, particularly for first-time voters and individuals with physical disabilities. It requires the affidavit to include a declaration of U.S. citizenship and mandates documentation such as a birth certificate, U.S. passport, or naturalization papers, along with a valid photo ID and proof of residence. I oppose these changes to the current process. This is a “solution looking for a problem” in my view. The current process for Absentee Voting should only be changed if it actually improves the process, encouraging more registered voters to participate in our elections. Adding new, more restrictive requirements is the exact opposite of that goal. This change is unnecessary and will only lead to less participation in our elections, therefore, I urge you to oppose SB 213-FN. Thank-you for your service and consideration of this bill. Royal M.
