*SB84 takes a wrecking ball to "Smart Growth," New Hampshire's own development policy. Smart Growth encourages municipalities to concentrate development in densely populated centers and to avoid scattered, premature development & sprawl. This bill does the opposite. *By making (half, 1 acre or) 2 acre zoning mandatory in over half the municipality wherever residential building is allowed, this bill will force towns and cities to build where infrastructure, especially roads, are substandard or non-existent.. It will scatter development, overburden schools and create fiscal crises, especially in small towns. *This bill treats Manchester and small towns the same. They are not remotely the same. Every municipality is unique and one size fits all zoning from Concord is a failure of governance. *Local boards are elected locally and this usurpation of municipal legislative bodies is anti-democracy. Defeat this bill.
