Property owners "have certain natural, essential, and inherent rights among which are, the enjoying and defending life and liberty; acquiring, possessing, and protecting, property; and, in a word, of seeking and obtaining happiness." (NH Constitution, Art. 2) Towns have no natural right to restrict property rights except for health and safety. This bill properly addresses concerns about health and safety regarding sewer and water. Therefore it properly protects property rights against excessive town zoning restrictions.
