Personnel from state agencies should not be allowed to offer personal positions when testifying before committees as state personnel. That is akin to acting as lobbyists or activists while collecting taxpayer-supported salaries. As a public school teacher I maintained a clinical approach to teaching my students and corrected colleagues who sought to indoctrinate rather than instruct impartially. This bill lays out a similar standard for state agency personnel and I urge you to support HB456.
