Testimony in Support of CACR 2 February 25, 2025 9:00 am House Election Law Committee Legislative Office Building Room 306-8 Concord, NH 03301 Chairman Berry and Members of the House Election Law Committee, I support CACR 2, relating to the drawing of district boundaries. The New Hampshire Constitution tasks the House of Representatives with making an apportionment of representatives, thereby creating voting districts after each federal census. However, it does not specifically address the redistricting process. The result has been boundaries that created districts that heavily favor one party over another. Our New Hampshire Executive Council and State Senate maps are the most egregious examples of this partisanship. By prohibiting district boundaries from being drawn in a way that favors or disfavors any political party or candidate, CACR 2 establishes a process that values fairness over political maneuvering. Disallowing the use of partisan data in the creation of districts sets a clear accountability standard. Neither party should be able to give themselves an advantage, and CACR 2 addresses this issue. Fair maps will ensure that each person’s vote matters. I ask that you vote Ought to Pass on CACR 2. Respectfully, Linda Bundy Antrim
