Dear Committee Members, I feel this bill will cause great consternation and frustration for local towns in regional school systems. It will create a "town vs town" mentality in a process that should create "district unity" in leadership decision making. As well, it will create a lack of full endorsement of any candidate elected, for the majority, due to only a minority being able to vote for said candidate. Example: This year for the Profile School Board elections, there is only one seat from the Lafayette Regional group of towns that is up for election. If the proposed HB 590 had already become law, those from Franconia would only get to vote for the candidate who is a Franconia resident, those from Sugar Hill would only get to vote for the candidate who is a Sugar Hill resident, and those from Easton would not get to vote for anyone, because no one from that town chose to run. Thus there would be no community endorsed candidate and it would create animosity that in not needed. As a former House Member, Profile School Meeting Moderator and University Faculty member - this is one case of the aptly said phrase "If it ain't broke, don't fix it." Respectfully. Hon. Timothy T.
