People who use a public defender make this choice because legal representation is outrageously expensive. When Miranda says "an attorney will be provided for you", it doesn't specify that you will then spend the rest of your life trying to pay for it. Also, the information I have indicates that the state spends more on the recoupment program than they manage to claw back from citizens. It makes more sense to abolish these recoupment procedures for the good of both the state and its people. Win-win.
