This bill literally makes no sense what-so-ever. From RSA 200:27: 200:27 School Health Services. I. The local board in each school district may provide school health services to include school nurse services and school physician services to every child of school age in the district, as hereinafter provided. Amend to: II. Nothing in this section shall allow any school nurse or school physician to perform diagnostic tests, surgical procedures, or prescribe pharmaceutical drugs. Proposed section 2 basically nullifies section 1. Reasoning such as this then opens the door to why have school nurses and health services at all? This is a thinly veiled parental control bill in the guise of protecting children from those attempting to assess and provide school health services.
