Local energy committees, NGOs, and other parties interested in the outcome of state legislation may sometimes receive some public funding or grants. This bill would render them ineligible to lobby or testify on state legislation of interest to them. The potential penalties imposed by this bill would have a chilling effect on engagement in policy discussions, which would be detrimental to achieving a free and open discussion by all interested parties. We get better solutions when all interested parties can participate in the public discussion of state legislation without the threat of persecution.
