This allows a resource-rich family to by-pass their local school district in order to enroll their child in a desired school by buying a little patch of land in another town. This allows financial resources to be diverted from property poor school districts to districts with increased resources. It would be better to ensure that ALL school districts are adequately funded to provide a quality education so parents would not need to use this trickery to find a school to meet their needs.
