The Towns and sub-governmental entities of the State, namely Water Precincts and Village Districts, elected state representatives and senators to represent them. It doesn't even make sense that these elected representatives would make a law that would deny the people that elected them the chance to speak in committee hearings. Denying them ability to speak to their own legislators by paying for a spokesperson that has the ability do do so in an informational manner and further more outlawing the opportunity to approve a line item in the local budget that allows the elected local selectmen and commissioners to have a paid lobbyist, or have a paid employee of the town, or precinct, or Village District go to Concord to represent their local opinion and knowledge relative to pending legislation before the legislature is limiting the transparent flow of local ideas and information. The laws that would be made would be less representative of the people and most likely not well thought out.
