This is just a watered-down version of parents wanting to send their children to a different public school district - they buy a little patch of land with no intention to live there, so they can send their kids to a school district they don't belong to. All of these measures that benefit only wealthier families add up to widen the gap between the haves and the have-nots. Don't be like this. Public education is important, and local. If these families are so invested in their kids going to a particular school, they can move to that school district.
