I oppose this bill because it will impact every organization of municipal officials, every state agency and department; and every nonprofit organization that receives state or local funds. This takes away the voice and/or guidance of those that have experience, knowledge, skills, and the capacity to support those holding positions within these entities a resource. Our state officials should be seeking support for our state agencies and departments, not looking to take them away. Additionally, this bill makes the prohibited speech a Class A misdemeanor, establishing personal liability “equal to 3 times the amount wrongfully paid or expended,” and makes a “knowing violation grounds for discharge of an employee." I feel that the state of NH is better than this. I respectfully oppose this bill.
