This would allow people to send their learners to attend schools where they are not part of the community, where they potentially spend very little time maintaining the community or being actively involved in the district. Diverting learners to other districts has the potential to directly affect the funding of schools and the programs they can offer. Students should be attending schools in the districts in which they and their parents or guardians primarily reside so they can be involved directly in the communities in which they are learning to be well rounded citizens.
