Dear Members of NH House Science, Technology & Energy Committee, I am writing to express my strong support for bill HB 761. The bill seeks to streamline regulatory processes for distributed storage and includes an important clarification that the PUC has authority to integrate storage into net metering programs. Currently, New Hampshire lacks clear regulatory guidelines for customer energy storage, creating uncertainty for: * Homeowners (like us) and businesses seeking to install distributed storage. * Municipalities looking to integrate local energy storage into Community Power programs and support resilience. * The competitive energy market, which relies on transparent, predictable rules and tariffs for fair market participation. Without standardized rules, deployment of energy storage remains slow, preventing consumers from accessing lower energy costs and increased resilience against outages. Bill HB761 empowers consumers. By giving regulatory clarity on rules for storage, homeowners and businesses can optimize energy storage investments. It also enhances Grid Resilience, because it supports distributed storage to improve reliability and grid efficiency. In addition, the bill encourages market competition by establishing rules for storage will support storage innovations offered to customers on a voluntary and competitive basis. Finally, the bill facilitates renewable energy growth by allowing storage to integrate with solar and other renewables, maximizing customer benefits.
