I oppose this bill because it is undemocratic. It will prevent a large number of individuals from engaging in the legislative process by creating criminal penalties for voicing an opinion. The requirement that any recipient of public funds who wants to engage in lobbying must segregate the funds from other financial resources is very burdensome. This will affect municipalities and advocacy organizations, alike if they receive public funds and it should be avoided.
