A great many ratepayers in Cheshire County do not purchase their electrical supply from the major utilities. HB760 would allow those utilities to charge an underpayment fee to ratepayers who do not purchase electricity from that utility. This would constitute theft. And, collecting stranded costs for supply on the delivery side of the bill is misleading to the customer by not truthfully disclosing the true cost of that supply. In short, this bill would allow theft and deception.
