This bill is so restrictive and threatening with its defining violation as a class A misdemeanor that it will interfered with public tesimony on legislative issues that come up in the state. For example, it seems to me that our town administrator would be afraid to testify to a committee (with relevant information) on an issue that would affect our town. and the the committee could use to make legislative decisions. It also puts an extra burden on municipalities, organizations to declare how money is spent and not spent in such detail as to render it ineffecient and will also deter testimony. Why are we restricting the public's right to share information with legislative bodies? I am on our town Sustainability Committee and I fear we would be unable to share information of benefit to our town and important to legislative bodies.
