For the same reason I oppose all the recent laws against Trans people and other lunacy: we are the live free or die state. There doesn't seem to be anything in this bill which would lead to undue harm of the animal(s) in question, and the stipulations do appear to prevent the abuse of animals through breeding, trapping, etc. I see this as not being a great harm to us, and it would prevent the untimely uthanasia of animals who would otherwise require resources to keep in specialized facilities.
