This bill would not effectively deal with the problem people sometimes have in proving citizenship for voting. People eligible to vote might have to get birth certificates because their names changed with marriage, or they lost their birth certificates, or for any number of other reasons. The bill would require the State to spend money money on vouchers for indigent people, but, even if the cost of obtaining birth certificates were paid by the State, there might still be not enough time for citizens to obtain their birth certificates- if citizens were born in other countries or born in the US in places where localities are slow in answering requests for records. The previous system of "affidavit" voting worked perfectly well: just bring it back!
