This bill will cost the state money that could be better spent elsewhere. An affidavit of citizenship is inexpensive to administer, and puts the burden on the voter not the State. The rates of illegal voting in NH are so low that it is unreasonable implement further expensive, burdensome, efforts that are more likely to disenfranchise lawful voters than actually improve the reliability of NH elections.
