This bill prevents someone from claiming domicile in New Hampshire if they are a dependent of someone who lives in another state and it therefore, limits student voting in New Hampshire. It is inappropriate that this qualification is based on where other family members live, not on where the student lives and it takes away the right to vote from qualified New Hampshire voters. Students are domiciled in New Hampshire because they live in New Hampshire and participate in civic life. That is straight forward. This bill is wrong-headed and confusing because there is no clear method of identifying who may fall in the excluded category.
