Voters currently need to prove their identity via a photo ID when they are checking in to vote and receive a ballot. This new requirement would mean that voters who do not have their current address on their identification would need additional documents to acquire a ballot – documents like a lease, car registration, or utility bill that they likely do not carry with them every day. This legislation could lead to voters being disenfranchised solely for lack of documents, even though they are registered voters carrying proof of identity. Under this legislation, voters would be directed to the Supervisor of the Checklist to “determine if the voters’ qualifications are established,” a vague process that could lead to some voters being turned away solely because of the opinion of the election officials at their polling place.
