This bill would limit the ability of, and have a chilling effect on, people's right to have their views expressed to the legislature. Most people do not have the time or availability to attend hearings at the State House. They must rely on nonprofits and occasionally municipal government to express their views. The requirement for the segregation of funds would be an undue burden on the entity.
