The line in the Bill “domicile shall not be claimed if the person is legal dependent under custody at an address outside the state of New Hampshire” can imply that a college student whose parents are legal guardians live outside of the town/city where they go to school cannot register to vote. This line in the bill leads toward voter suppression. Also if SV 223 passes in conjunction with this bill, then most college students will not be able to register to vote in the town/city they go to school in. Current laws allow students to register to vote in the town/city. They attend school at if they have established domicile for that town/city.
