Axiom 1: To be tax-exempt an organization should "serve the public good". Axiom 2: Illegal is the word used to describe things that the public have deemed "serve the public badly". Conclusion: It can, by definition, therefore never be a public good to facilitate illegal behaviors. Organizations that facilitate illegal immigration clearly fail the very simple "public good" test for tax-exempt status. HR635 correctly codifies the understanding that any organization that facilitates state or federal illegal behaviors should not be granted tax-exempt status. The self-assed superior moral virtue of a particular cause does not justify tax-exempt NGOs abetting law breakers. If NGOs wish to enable illegal activity they should do so without the tax-exempt blessing of the State. Please do not let tax exempt status be abused in the State of New Hampshire..
