People prove their identity when they register to vote. The whole point of voter registration is to make the process of voting easier. There's already an application process for voters who need an absentee ballot. This is once against just adding unnecessary paperwork to an already lengthy process and wasting the time of town employees. There has never been any evidence of people using absentee ballots to commit voter fraud this is law would simply exist to punish the elderly who rely on absentee ballots.
