This bill requires anyone who requests an absentee ballot to provide a color copy of government issued photo identification alongside their absentee ballot application. It also requires that absentee ballot applications be notarized. Additionally, it will require a person to appear in person to fix any errors in the application and to prove their domicile to their city or town clerk before an application can be granted. These requirements place undue burdens on absentee voters, many of whom are senior citizens, voters that are ill or hospitalized, and for those with disabilities. This bill seeks to disenfranchise voters and should not be passed. NH has a robust, statute driven absentee ballot system that works well. Vote no on this bill.
