Whenever a voter is unable to present and identify themselves, the entire transaction is remote, mail out/mail in.... I am fine with requiring a higher standard of care, such as notarization. If the voter identifies in advance, or by turning in the ballot personally with identification, notarization is too far, signatures of voters and helpers are sufficient.
