The Town of Newington is in support of HB 561. This bill requires the State of New Hampshire to seek approval from municipal legislative bodies prior to transferring state-owned class I or II highways. It is not a fair law, as it currently stands, to have the NHDOT balance their budget on the backs of the local taxpayers by requiring towns to take ownership of State roads. NHDOT is trying to cut costs by passing their responsibilities on to local towns to maintain these State roads. This is clearly an unfunded mandate.
