People show an id to register to vote. Requesting an absentee ballot should not require an ID. Town have lists of registered voters against which the person is verified so one person one vote can be assured. Further, there is an affidavit and signature on the absentee ballot that must be completed, meaning the person is committing fraud and forgery - both crimes - if they are not who they claim to be on the ballot.
