I am testifying in opposition to HB 288. This is a nonsensical bill as the six-month deadline is before many people are even thinking about the election. In addition, some people may not know where their domicile will be in six months, or whether they will need an absentee ballot on election day. The purpose of this bill would seem to be to keep people from voting by absentee ballot. Phil Hatcher Dover
