I represent part of 3Phase Hydro LLC, and I oppose this bill. We are a very small 100kw hydro facility and every penny that we can get is essential to keep us operational. Since we have such a small facility our revenue is very small. We need support from the government and we believe that hydro is the most important form of power. It's not sexy but it works if the wind isn't blowing and the sun isn't shining. It is a critical part of the state infrastructure. Without these class 4 and class 1 recs it makes it difficult to be able to improve our facility and maintain and pay for our veteran operator. The average hydro facility is 50 years old, and requires love and care to keep them going. None of us are driving Ferrari's, or have boat payments. Thanks
