HB 707 would use site-specific evidence for placement of a landfill. It would test the speed at which leachate could travel through the soil at the potential landfill site, to any neighboring body of water. This rectifies the folly of a one-size-fits-all prescribed distance. Leachate travels more swiftly through sand or gravel, and more slowly through heavy clay. This bill acknowledged the measurable properties of the site in question.
