I urge the Committee to support HB707, which establishes requirements and methodology for siting of landfills, especially sitings near perennial bodies of water, including groundwater. To date NH Department of Environmental Services has been unable or unwilling to establish effective and meaningful siting requirements for landfills. HB 707 sets out methods and specific criteria for establishing setback and leachate movement related to the siting of landfills, especially those near perennial sources of water, including groundwater. NH lags behind other states in its requirements for siting of landfills, and this bill seeks to lay out reasonable requirements. The issue is urgent, particularly in the North Country, where the proposed Dalton landfill continues to face significant opposition. I live in nearby Twin Mountain, and am concerned about the environmental impact of the proposed site, as well as the truck traffic through small towns in the area. Thank you, Nancy Mitiguy
