This bill would add substantially to the burden of voting absentee by requiring that each application be notarized and that it include a color copy of the voter's photo ID. That burden would be unmanageable for many, especially those who do not have transportation or cannot travel independently. The current requirement for a signed affidavit is sufficient to ensure the integrity of absentee voting.
