HB563 provides insufficient funding for an adequate education and doesn't address the state's need to substantially increase catastrophic special education aid. Property taxpayers have been shouldering the state's share of local education costs for decades and it's time for the state to step up and fully meet its constitutional obligation to fund an adequate education.
