To Whom it May Concern, I oppose bill 675 mainly because capping school budgets is absolutely irresponsible. Budgets are not the same every year for many reasons. For example, when special education students transfer from one district to another, it can increase a budget a lot and that is something you can't always account for during budget season, because you don't know when/if it will occur. Transportation costs are another one of these moving targets. Asking schools to work within a strict formula when many of the line items a school must budget for are not even known yet, is ridiculous. That is not how you would budget for a private company or even for your household. You need the wiggle room to pivot. Students need resources, well trained teachers and a building that is not falling apart to learn. In order to do that, you need to budget for these things as best you can to maintain them and be prepared to revise as needed for unexpected expenses; just like you would in other parts of your life.
