Good afternoon. My name is David Ross and I am the Administrator of Hillsborough County Nursing Home in Goffstown, NH. I live in Manchester, NH. I am testifying on behalf of myself. I am opposed to the proposed effective date of implementation for HB 303 due to the substantial operational impact this legislation will have for entities that to date have not been subject to the provisions of 29 C.F.R. part 1910 D through Z, with the exception of subparts U, V, W, and X. Non-governmental entities have been subject to these provisions since inception. However, governmental entities have not and implementation requires development of policies and procedures and subsequent education for personnel. Dedicating personnel resources to these tasks will be necessary and will likely require budgetary adjustments. It is my recommendation that a 3 year implementation timeframe be established in place of the 60 days proposed in this legislation. Thank you for your consideration.
