I agree with all that Bob Perry has said in his thoughtful and knowledgeable testimony. In addition, I would add: - What happens for "snowbirds" and other individuals who divide their year between New Hampshire and another state? - Will young people who attend our colleges from out-of-state realize they do not wish to remain in NH because of this exclusion from democratic participation? Would CACR 4 discourage young people from even considering coming to NH for their college experience?
