Kill HB604. Bill proposes forgivable loans to households with income at or below 80 percent of the AMI to stuff ADUs on their lot as AFFORDABLE housing. (1) The term FORGIVABLE is another word for grant subsidy. Government should not be giving away taxpayer revenue. (2) The "80 percent of the AMI" targets overcrowded urban lots for unjust destruction of abutter's property valuations. The state has no means of even knowing the true income level of loan applicant. NH has no income tax reporting. (3) Nobody wants to live next to multiple families living in shacks on a crowded lot. Local zoning was designed to prevent this disaster. (4) Local zoning is a social contract for all existing homeowners have bought into that contract with hard-earned money. ADU stuffing is wealth theft from abutters by being made less attractive to buyers.
