Rebating the balance of the Renewable Energy Fund to ratepayers would give a minimal reduction to the electric bill of any household, but in aggregate would greatly reduce funding available for clean energy technologies, low-to-moderate income community solar, and the municipal solar grant programs. These programs create jobs, drive local economic growth, and ultimately reduce energy costs for all. HB 224 is penny-wise, pound-foolish.
