Philip Rondeau

Dear Members of the Committee, My name is Philip Rondeau and I reside in Sullivan New Hampshire. I am writing to express my strong support for House Bill 604, which proposes a much-needed loan forgiveness program for low-income homeowners seeking to build or renovate accessory dwelling units (ADUs). As we all know, the demand for affordable housing in New Hampshire is increasingly urgent. Many families are struggling to make ends meet, and homeownership can feel like a dream out of reach for so many. By supporting this bill, we have an opportunity to empower low-income homeowners, helping them to create ADUs that not only enhance their properties but also contribute to our community's overall housing stock. Adding an ADU can be a significant undertaking, both financially and logistically. For low-income homeowners, the costs associated with construction or renovation can be daunting—often insurmountable. HB604 addresses this barrier by providing the necessary financial support to help these homeowners realize their vision for their property, thus fostering a more inclusive community. Moreover, ADUs can play a vital role in creating intergenerational living situations, allowing families to live together while maintaining independence. In an age where we often feel disconnected, this bill offers a way to strengthen family bonds and foster neighborly support within our communities. I urge you to consider not only the significant benefits this bill offers to individual homeowners but also the wider impact it can have on our housing crisis in New Hampshire. By supporting low-income homeowners through loan forgiveness for ADUs, we are investing in our communities' future—one that is more affordable, sustainable, and inclusive for all. Thank you for your time and consideration. I believe we can make meaningful strides toward addressing housing needs in our state, and I wholeheartedly support HB604.
