This attempt to prohibit amendments to the purpose of a petitioned warrant article is wrongheaded. That's not how legislation and the democratic process work. Of course a petitioned warrant article should be able to be amended in terms of its purpose. Voters are the legislators at town meetings / deliberative sessions and they must have the agency to act on petitioned warrant articles to amend them in whatever way they see fit.
