Dear Representatives, I strongly oppose House Bill 348, which would allow municipalities to impose a 90-day residency requirement for local welfare assistance. This bill creates harmful barriers for vulnerable individuals and families, especially those facing domestic violence, housing insecurity, or financial hardship. A 90-day waiting period would delay access to critical support and prolong suffering for those in crisis. The policy would disproportionately affect vulnerable groups, such as the elderly, people with disabilities, survivors of abuse, and those displaced by emergencies. It could also strain nonprofit organizations and public services already working to meet basic needs. Instead of limiting access to essential services, I urge you to support policies that strengthen community support systems and address the root causes of poverty and displacement. Local welfare programs should be accessible to all in need, reflecting New Hampshire's values of fairness and compassion. Thank you for considering my concerns.
