I am strongly opposed to this proposed legislation. If one is without a home, how could they prove residence with a utility bill? If one were to move to a new town, then have some injury prior to living there for 90 days, making them unable to work, how would they get assistance? The car, if they have one, may not yet have been registered in the new town, the utility bills would still be under 90 days old. This is extremely horrible legislation which will lead to people suffering and perhaps dying due to lack of assistance in their deepest time of need.
